In January 2014, University of California President Janet Napolitano asked UC Riverside to take the lead on a new initiative to leverage the various strengths of the University — its faculty, students, staff, institutes, and facilities — to strengthen the University’s activities with California’s neighbor Mexico. Napolitano urged the creation of a sustained and equal partnership for development of mutually-beneficial programs that would help both California and Mexico develop the next generation of leaders.

Napolitano’s vision challenged academicians from all 10 UC campuses to build upon the numerous research, teaching, and public outreach collaborations already underway to identify high-impact activities that could strengthen engagement with Mexico.

On January 27 and 28, 2014, about 20 representatives from Mexican universities and the Mexican government, and 60 representatives from UC campuses and institutes met in Riverside, California for a workshop hosted by UC Riverside Chancellor Kim A. Wilcox.
